As of right now Battle Standard’s damage increase gained while in its area by “allies”, does not at all apply to minions. Either the text on the skill is wrong, or the skill itself is bugged.

How have you tested this specifically and how are you evaluating the increased damage of the minions?
This info would be key in trying to reproduce the issue so that it can be confirmed and the devs can trace the cause…
There are many instances with skills where the game uses phrases like “nearby allies” but its hard to tell exactly how close the ally needs to be to gain the benefit… There is also the issue about increased vs added vs more damage where the calculations can be deceptive especially if the base damage is low e.g. adding 4% damage to a base of 10 is going to be very hard to see… even adding 4% to 100 damage isnt going to be that obvious an increase…
Neither Forge Strike Swords nor Manifest Armor get a damage increase when inside the banner area, I have 36 attunement currently on my forge guard which would give banner a total damage increase of 144% damage increase to all allies within its radius. Their damage is no different when having banner placed versus not having it placed. It just consistently doesn’t provide the damage increase to those minions.
Ok… I have a forge guard lvl 100 MA build which uses Javelin with the Battle Standard Node enabled. It is a crit based Kryces MA Shield Throw build. I have 54 Attunement which translates into 216% increased damage from Battle Standard.
Standard setup with full weapons, ailments, DoTs but no buff and not using Shield throw on the MA etc:
MA attacking dummy, No javelin, crits are between 150k and 220k ish with most crits near 200k
MA attacking dummy, With Javelin, crit are between 220k and 280k ish with most crits near 260k
Removing my weapons/gear to make it easier to see normal damage/no crits and resummining the MA to clear snapshotting. No ailments/additional damage except armour shred:
MA attacking dummy, No javelin, damage per hit ranges between 4k and 8k ish
MA attacking dummy, With Javelin, damage per hit ranges between 8k and 12k ish
From this very basic test, the Battle standard node is most definitely increasing damage of the MA minion… Much more specific testing would be need to check if its mathematically correct, but it is increasing it substantially in my test scenario.
So, perhaps there is something specific to your Javelin skill setup or something else that is affectin this… It is definitely a possibility (e.g. Flurry has a problem with Shockwave node cancelling Blood Revelry node) but it will need more investigation to see exactly what is happening on your setup.
It could be possible my setup has bugged the skill but regardless I just did a similar test to you and my MA’s damage remained stagnant so idk. My banner is definitely bugged I guess it’s just not bugged across the board but rather in selective situations.
A few things if you can/are willing:

If you are using Steam, please verify the game files - sometimes odd things like this happen due to a messed up file in the installation. Test after to see if it makes a difference.

Please post your player.log file - from immediately after you have experienced /tested the issue - logs rotate so it has to be before the next play session else it might override any possible clue in the logs… There may be a hint in the log that indicates what has happened - especially if its something like a missing corrupted file…

Please can you upload your build to Dammits build planner - that will let the devs see what nodes you have chosen in Javelin & other skills you are using… Alternatively, just post screenshot of your Javelin & MA/ForgeStrike skill tree… (imgur with a link here is usually the best way to do it)

If you are willing to go this far and file verification made no difference - remove all gear / idols and test while unspec’ing javelin/MA nodes one by one to see if any particular node is involved… Tedious but its how we(players) found other bugs like this.
