Background FPS Limit Ignored

Description

The “Limit Background FPS” setting only works when the “Settings” panel is open/visible.
Tested on all 3 “Display Modes”.

Reproducing

  1. Open settings, set background limit to 15 FPS
  2. Click outside game window → It works
  3. Close settings
  4. Click outside game window → it doesn’t work
  5. Open settings
  6. Click outside game window → It works

System

Os: Arch Linux
GPU: AMD 5700 XT

Hey… Welcome to the forums…

This is a known issue… Thanks for posting this clear bug report tho… It definitely helps and your confirmation of the issue on Linux is not something I think anyone else has checked.
