I completed two quests that awarded passive points (the red plus sign bottom left) and got zero passives when opening the passive menu. This happened right after installing the latest patch.
If the points have already been assigned (like the skill was de-leveled) but the points were not taken out, the skill will gain levels but not give you points to spend as they are already spent. Count the number of points spent in the nodes and compare to the level of the skill.
I ran into the same problem as you. I just leveled up when I pressed in, I found that the passive point I got was 0 instead of 1, so I’m not sure how to fix it because my level went up but I didn’t get it.
I did not have any passive points spent with my Sorcerer and put them back in. I am a few points short compared to before the patch - maybe the passive points from quests are somehow lost at the moment?
Happened to me also. I leveled up twice, got the red plus sign and when I opened the passive menu I had 0 unused points. It’s even worse! When I respec a passive point that one dissapeared too. I had 39 point in shaman, recpec one and I now have 38 points in shaman and still 0 unused points! So be warned don’t respec points after patch 0.7.10
Got the same issues. Leveled my druid from lvl 23 to 25 after patch, and got 0 passive points, although it showed the red signs. 
You might want to go post this over in ‘bug report’ instead of ‘feedback and suggestions’.
Yeah i just logged in and removed a point and its completely gone now. I tried it 2 more times and they are just instantly gone. I’m a lvl 67 necro and I removed an acolyte point and 2 necromancer points. I logged out and in and they are still missing.
Same here. Passive points disappearing is quite a big bug!
It looks like the total number of passive points available to us after the Act 1 overhaul is fewer than what we had before 7.10. Whether or not that is intentional, I can not say. But I clearly didn’t get the same number of passive points from quests now as I did in 7.9 and prior (I’ll document this change better the next fresh character I take through Act 1). So I imagine that is the source of the discrepancy. As you respec you are being adjusted to the new “norm”.
well thats a cheap shot they never told us about … just logged into my L90 sorc and i only have 103 pts to reallocate … checked on tunklab and there are now only 15 passive points avail hence now only 113 in total … loosing 4 pts they never told us about that’s not cool
Interesting. It seems to be working now, except that there was no “refund” for the two occasions I didn’t get a point. Let’s see what the final tally is. Game is still in Beta 
I had this same issue. Leveled up twice, pops saying I have passive points to spend, go to passive menu and there is nothing to apply.
