“Won’t” and “can’t” are not the same.

Okay bud. Keep being that guy. If they said they wont it means they can’t. Unless they want to go against what they said. If you have nothing constructive to say then f off 
No. Can’t means they don’t have the capability to do a thing, won’t means that they could but … won’t.
It’s the same as when I was in primary school & asking if I can go to the toilet versus whether I may go to the toilet. The former is a question about my physical (or mental) capbilities with regards to that particular biological function, the latter is asking permission to go & perform said biological function.
