60% mana efficiency doesn’t seem to have any effect. Anyone notice anything different?
I assume you are talking about the ‘Gust of Renewal’ node that increases your mana regen granted by aspect of the storm and gives you 60% efficiency. I just tested and that node is in fact giving you mana efficiency. The mana efficiency is on the tornado skill and not global. Maybe that is what is causing the confusion. The 60% mana efficiency has nothing to do with the aspect of the storm buff

60% Mana efficiency would reduce the cost of the skill to 1 / (1 + mana efficiency %) = 1/1.6 = 62.5% of the original cost. You need 100% mana efficiency to halve the skill cost.
