Artem's quest not appeared

I cannot see the quest from him when I’m at Council Chambers

So I cannot get unique amulet from his quest

I try re-create new characters many times but it’s the same… CANNOT SEE / ACCEPT HIS QUEST

Can confirm - Artem’s no longer an option
