I have a question
i have done so far 127 echoes and 5 timelines level 55 unlock echo 62 and 68 and still no arena keys
have i done something wrong or is it pure rng

Yes. The keys drop from the loot chest on the right side of the Echo of a World, the zone you go to after you portal out of the monolith with the vendor, stash and pointless NPC that goes on about the arena the loot chest is the big, slightly glowy chest next to the NPC.

You get a key from every 5th successful monolith with a small chance for a key in every chest (so its possible but unlikely to get 2 keys from a chest).
