Maxroll will have guides and already has several builds listed on tierlists for falconer/warlock(they are greyed out because they most likely contain information that is NDA etc)
But tldr, yes. The people at maxroll and many other content creators are part of the community tester program, so they know more about the classes before release and thus are able to write basic guides for them even for release day.
So just keep your eyes open, there will be guides
There will be guides before game launch. I think lastepochtools already has some.
But you can also just experiment and try things on your own. Unlike PoE, LE is actually easier to create your own builds and is much more forgiving.
You can also see some online guides to learn stuff to make better builds, like TheCurse’s channel.
And, if you’re not following a guide and just experimenting on your own and hit a wall or aren’t happy with your build output, you can place your build in the class topics and players will help you improve it. It’s a great way to learn.

If you meant ‘why are there no builds for the new stuff?’ then the answer is… drumroll It’s not out yet so other than a select few no one has access to play with the new skills.
