Arcane Ascendance Tranquillity node is bugged (All of your spells cost less mana while Arcane Ascendance is active) or that not reduce the mana cost of skill but increased it instead.
Tranquility is working as intended. The confusion here comes from the fact that Arcane Ascendance makes all skills cost a flat +5 mana. But, if you compare mana costs while Arcane Ascendance is active before and after taking Tranquility, you’ll see that the mana costs are lower.
