I have started to spec heavily into timerot but it feels like it is falling off hard by lvl80 monolith. I think it is the max 12 stack with the low 3 sec duration that limits the build. I can see the limit is to balance the bonus damage for each stack of timerot but it kind of reduce timerot to just utility, which frankly the old time rot with the reduced att speed and cast speed do better.
