There seems to be an issue with the Sentinel skill: Anomaly with the notable Manipulation
Anomaly → Time Bubble → Manipulation → Time Lord
Anomaly will create a bubble around you, the player, and you get +20% Attack Speed from Manipulation while the bubble is on you.
The issue is the Attack Speed bonus is gained and lost multiple times during the duration, here is a video showcasing the issue:
