As Legacy has access to the same arenas as everyone else, I am assuming you are talking about ladders.
I agree that there should be ladders for Legacy, but apparently there are some technical difficulties implementing them (I don’t understand what exactly).
In any case, this has absolutely nothing to do with Blizzard.
