I selected Blessing after completing the Empowered Timeline, but it is not applied. Only the blushing that was selected at the low level is working, and the embossed blushing is checked in discovered, but it is not actually selected. Is it because the character level is not 100?

Your character level doesnt stop getting the Empowered Blessings.
You can get them at any level provided you have finished ALL the normal Monolith timelines and enabled the Empowered Timeline (the activation spire between the 3 level 90 islands) AND you have completed an Empowered (lvl 100) Monolith quest island to enable the Grand Blessing.
Have you done that?
You don’t need to finish all monoliths, just the final three to unlock the empowered versions. However you do need to take 1 path up through the Dragon Emperor mono to get to the final three.
