At the moment, it can take a while to level a skill. In fact it costs so much XP that the first skill you unlock will only be around level 16 when you unlock the last. In late game this isn’t as much of a problem as you gain XP faster, but that means players are being penalised most for experiments and mistakes when they have the least knowledge of how to avoid them.
My suggestion for a fix is this: keep the skill leveling XP thresholds as they are, but automatically level up all skills when the character levels up. Then no skill will ever take more XP to level than it would for the character to level. This has the following effects:
Low level characters will skill up faster but still be capped by their level.
Mid level characters (30-60) will be able to respec slightly more rapidly.
High level characters will see no change.
A possible alternative would be to have skills granted levels up to (character level - slot unlock level + 1) on character level up if the skill is not already ranked higher. Example: on reaching level 54, the level 49 skill would immediately become level 6 if it isn’t already higher. Hitting any level above 68 would again raise all skills to the cap, which would be nice.
Edit: And as for the idea, it would be a fair bit of an increase in power for low level characters when the campaign is pretty easy as it is… IMO, don’t really like the idea…

As for the power jump at low levels, I don’t really think that would matter. Low levels are for learning and you don’t stay there long anyway. And I see enough people complaining already about having to do the campaign more than once, or even once. Diablo 3 introduced the mode where you could level anywhere you wanted and nobody plays anything else once they’ve seen the campaign through once. But that’s a discussion for another thread.
The issue I see is rank 20 skill at level 20 or so, by that point you rarely have one above level 10. Also that it means you could respecialise the first slot into a level 20 at any time.
Instead I think that respecialising, should cost 3 skill levels where the skill levels carry over(instead of ALL levels), also give the option to give up 3 skill levels to respec your entire current tree.
Respecing would still come with a cost, but experimenting will not be as troublesome.
