It dropped this way, but I’ll admit to using the Rune of Removal sometimes to target affixes.
You dont have a 100% chance to get it onto a legendary, unless the legendary has 4lp. You can’t use an item for legendary crafting unless it has 4 affixes attached. Always.
In this case you need to add 3 additional affixes and during crafting the affixes will be chosen randomly. An item with 1 lp will get 1 of 4 of the affixes you have on your item.
