There is a lot of confusion at the moment regarding this. There is a lot of players asking in chat “I am level 20, how do I unlock my mastery”
Now if you look on the mastery nodes it reads “Requires base class level 20”. However there is no mention that you need to unlock this from The End of Time quest.
Maybe a note should be added to the nodes stating this.
“Require level 20. And also quest unlock!”
I haven’t mention it as The End of Time quest, as that is a spoiler!

In a future update the tooltips of these passives will say Requires Mastery Quest Completion.
Cool, though could you add that the quest is at the end of time, since that will be the next question. And could you put that text on the base class as well (since people always look at that, especially when they are levelling a new character).
We’re also all assuming that people will read.
I didn’t suggest that as its a spoiler. And because we know the next question after that is “Were is The End of Time?” 
Yes I am amazed how many players can not read!
Quest: Cover your eyes with the sunglasses you have.
Question: Were do I find my sunglasses?
Answer: There on your forehead, just move them down!
Personally, I thought @bowenac 's solution to this problem was rather good. Just alter his red text to read “Requires Mastery Quest Completion and 20 points in the base class”:
Please add that its part of the main story quest, or we will be getting “where do I find the mastery quest” questions in the game chat every 15 min
