When using a sentinel relic with -3 melee mana cost, the 1 mana upfront cost of warpath is not reduced.
This means the skill can’t be used at negative mana even if the channel cost is 0.

That is intentional. That affix effects specifically channeling cost not the activation cost which is different.
OK, though that is very unclear. There should probably be a line somewhere specifying that modifiers to mana cost only apply to the channel.
