Void Knight echo doesn't affect instant cast Sigils of Hope

Hi,

I am no longer getting Void Knight passive echoes to repeat Sigils of Hope after getting the Exigency node for it (instant cast + 1s cooldown). Very consistent behaviour which makes me 99.9% sure it’s not just getting unlucky (at least 50 skill casts at 30% echo chance, no repeats seen on the buff bar). It works fine prior to getting Exigency in Sigils of Hope tree. I do have the Sigils of Despair node so that the void tag is added.

It’s also possible that the echo respects cooldowns but this interaction wasn’t clearly explained.
