After remove Ursine Wisdom spec point from tree, health regen still 0 hp/s. I forge Wolf Pelt of Renewal which provide 3 hp/s but even after that I have 0 hp/s.
Could you show some screenshots of a before/after of your Health Regen stat along with your passive tree/inventory.
I cannot show before, because I already remove skill point from there. I can show only with helm and without it.

You don’t have a unique equipped that prevents health regen do you? Such as Titan Heart or Avarice.
Edit: Ah, you’re wearing Titan Heart, note the last line.
