Search for “serivce” in the start menu, then find “Windows Error Reporting Service” and close it
DIdn’t help :(( Still 0.5 fps at login screen - Its only running at 20% memory aswell… So it isn’t ram shortage or anything O_O
On a Geforce 3080 and 64gb ram.
This actually did work for me. When I went to the Windows Error Reporting Service and right clicked it, there is a drop down that was at “manual” for me and I have changed it to “disabled”, then just went to steam client and clicked Play. It ran smoothly and I am playing now for about 10 minutes. This resolved the issue for me completely.
I can confirm that after testing, completely disabling the Windows Error Reporting Service also solved the issue for me.

For anyone else who is facing the same problem, here’s how you can disable it:
Press Windows key + R, type services.msc, and in the Services window look for Windows Error Reporting Service (or Serviços de Relatório de Erro do Windows, if your system is in Portuguese). The service is usually set to Manual — just right-click it, go to Properties, and change it to Disabled.
After that, I launched the game via Steam and it ran smoothly.
