The tier upgrade fail % is false or bugged.
50 % of the time i fail on T2/T3 upgrade when tooltip is saying 12 % or 21 %
Makes me want to rage quit. I know this is RNG but it doesn’t seem to be working as it should,
No, it’s working reasonably correctly. You’re just far more aware of the times it fails than the times it succeeds.
Could be that i am more aware of those that fail yes.

That’s the eternal suffering of human perception, i assure you. You are not the first person that falls victim to that.
If a game/program does show you the exact odds, you perception is fooling you
