Went through map twice. No commander exists. This blocks campaign progression at around 24ish.
Easy to reproduce. Play the campaign.
I know this is 9 days ago, so hoping you got past it now, but if now, progress by running into next zone, it will complete it (It did for me)

I had the same experience, I moved on to the next area to the left and somehow the quest progressed, but I never saw any commander.
After that I logged out and got stuck again on the same quest on a different objective opened this ticket Can't Progress on Main Quest: The Immortal Empire
