Storm Claw buff staying after removing StormPaw Hides

Equip Stormhide Paws unique gloves, and attacking until you get the Storm Claw buff.
After attacking with Swipe, the buff will be removed
Removing the gloves puts the buff back on my buff bar.

I didn’t attach a screen shot as this is simple to repeat, have repeated this several times.

Is the buff intended to stay on? I can not find any other source for having the buff up after the removal of the gloves.

It’s likely the same isue that affects Preparation & Lethal Cadence.
