[Smite] Charged Hand (Electrify Duration/Effectiveness) Bugged - Does nothing

The charged hand node (5/5) is supposed to give 75% effectiveness and 75% duration to electrify but it does nothing in current state.

Testing Method:

Completely naked void knight character with no attributes in any tree (smite unlocked because it was an old character before patch).
Allocate all nodes up to order of lagon (100% electrify chance). Hit dummy:

  • Ticks: 12 6 6 6 6 7 (43 dmg. 3 seconds)

Now allocate 5 nodes in Charged Hand (75% duration and 75% effectiveness). Hit dummy:

  • Ticks: 12 6 6 6 6 7 (43 dmg. 3 seconds)

I made a note of this.
