Shroud of Obscurity doesn't increase bleed damage for Spirit Plague

My bleed damage goes from 253 to 582 when I equip Shroud of Obscurity but my tooltip dps and actual damage from Spirit Plague doesn’t increase. I have 3 points in Hemorrhage on Spirit Plague to bleed with.

EDIT: Also not working on Harvest and Bone Marrow bleed stacks ( or any other skill )
EDIT 2: Baneful doesn’t increase Infernal Shade DPS either when I also take Blood Shade
