I have found a bug where occasionally Ballista does not do damage. I originally found this bug while fighting enemies, and tried it on target dummy to verify. It indeed occasionally will not do any damage! Here is a video for proof

sorry don’t know what other website to use for photos other than photobucket, be easier to to direct uploads onto forums
