Have you changed to a character with a different stash (for example, a seasonal character vs a legacy one, or a solo account self found, hardcore/softcore, etc?).
I see you have a new character created that’s level 4, so I would guess this is the issue.
If you play with your other characters, is the stash still there?
Both characters are season characters and their stash remains the same. I created a new character just to try to see if creating a new character could solve the problem, but I still couldn’t add new stash tabs. I think all these problems occurred after I changed the stash priority rules. However, the stash tabs where I had problems disappeared and I couldn’t change them back. Someone in the Chinese community encountered approximately the same situation as me, and he successfully solved the problem by canceling all the stash priority rules.

But you should really use the in-game bug report tool to report this issue. The in-game tool sends a lot of data to the devs so they can figure it out. Default is F8 key and it sends a screenshot as well, so you can keep your stash open when reporting it.
