When I logged back in in offline mode on an old character, I couldn’t channel any skills. I can’t record it, but I’ve attached a screenshot from rebuke and from Smelters Wrath, neither of which go on cooldown. They play the animation of the character, and then nothing happens.

I saw an old thread that said it had to do with cast speed or frame rate capping, but neither fix made any difference
We’re looking into why some channeled skills aren’t working.
