Can this rune make boss-only legendaries?
Nope… not as far as I know…
confirmed in the Community Game Guide - #5 by AndrewTilley
Boss specific drops, i.e. those that are not random drops and dropped only from Monolith of Fate bosses, cannot be created using this rune.
