LE has a full offline client. You do need Steam running, but you can run it in offline mode as well.

Accessing Full Offline

• Right Click Last Epoch in the list panel of your Steam Library
• Select Properties
• Look for Launch Options in the General Tab
• Select “Play Full Offline” in the drop down menu.
