So this happens with regularity. I transport somewhere in the End of Time and when I get there my skill bar is empty and I can’t assign skills to it. I have to reboot the character to be able to do that.
Does this character happen to be a Druid using Werebear Form or Spriggan Form?
If so, does it only occur when they are shapeshifted at the time?

Yes, this is a known issue if you’re shapeshifted then respec.
