Lightning Blast Specialization Divergence not working as tooltip suggests

Divergence’s tooltip reads:

“Lightning Blast hits have added lightning damage, and Lightning Blast chains can fork in addition to chain.”

However, the results seem to be exclusive. Lightning Blast either forks or chains but never does both. Not only does this make this particular node in the specialization tree seem a little underwhelming, but it begs the question of what is the fundamental difference between a fork and a chain here? If this behavior is intended then is Lightning Blast forking to X enemies really any different from it chaining to X enemies?

The actual tooltip on Divergence does read that it will either Fork or Chain so it is the intended effect to do one or the other and not both.

This should probably be updated in the aforementioned description then as there seems to be a bit of discrepancy between the two.
