Yes, but META builds are not strictly the best builds.
A great example is EA ballista. its an extremely popular build, its not remotely even close to the best build. Nor is Jugg RF. But both have entire webpages dedicated to how to build them. RF even has a website maintained that is basically its own wiki.
Most people I see playing this game for the first time try a druid. Why? is druid the strongest class? not really if we are talking about corruption or even arena. But there is dozens of guides and content for druid because it was recently reworked and the druid is powerful at all stages of the game. You can spec were bear as soon as you hit druid and start feeling the power of being a druid.
Paladin is the same deal, as soon as you hit paladin, you have access to holy aura which gives you tons of free stats and makes you tanky and suddenly you are already living the paladin life. You are strong at every level of the game.
Shaman does not really have anything like that, because all of its builds and combos revolve around niche idols like spined, or needing lots of spec points so you dont actually feel like a real build until later on when you have all the items/spec points.
For players that dont understand build making, Druid and paladin you cant go wrong with. Shaman will leave you struggling if you dont know what you are doing. Thats the difference.
And its not strictly a power thing, its more that shaman is all over the place and isnt able to form cohesive fantasy. Pure totem build? okay you have thorn totems and storm totem which have no synergy, different damage types, and suddenly half way through your shaman tree all the bonuses related to totems shift from buffing the totems to buffing you the player.
Shaman cant have a meta build currently because he is neither powerful nor easy to build. To have a chance you need the class to have atleast one of those features.
