This BOSS has never appeared!
Same bug here - ran the quest 4 times and he did not spawn once

A known issue (with many people having reported it), I think you will have to wait for them to patch it.
In the mean time, you can do the Black Sun monolith & progress up that way.
Same problem here. I have tried the quest three times, and the result is the same : the boss does not appear.

I just started this quest and I don’t have a boss.
Confirmed that this is still not fixed. Still no Argentus.
Patch 0.8b was rolled back so its still bugged again until 0.8b is released again
Apparently they have just pushed out a small patch to fix Argentus.
