So as the title says, I crafted 4 Fractured Crowns all have 100% minimum rolls, with the roll ranges this is so unlikely that is must be either a bug or some mechanic around the crown I don’t understand.
I tried crafting it in different zones.
Is this bugged or am I misunderstanding something?

Just a bit of added data from my side…
I now crafted 10 crowns overall… 8 in HC and 2 in the HCSSF realm.
Just 1 of the crowns didn’t roll minimum roll.
The one crown that didn’t roll minimum was rolled in the exact same zone/time without loading out as 3 others that all rolled minimum…
So it seems it’s just random… not really sure what causes the rolls.
