Flame Reave Rhythm of Fire Buff Does Not Exist

Generally, you should include:
What went wrong?: The Rhythm of Fire node in the Flame Reave skill tree does not grant or consume any stacks. After casting the ability constantly, the AoE never changes, nor does the DPS tooltip. I also don’t see any buffs on my bar to indicate the AoE building up
