Might be intentional, but when you use Fire Shield - Circle of Flames it doesn’t count hits made by it as actual hits, so anything with ‘on hit’ doesn’t apply to it. Changing this imo would help make the skill quite a bit more useful then it is right now.
You could change its text for example to: Hits nearby enemies for X damage per second and change its functionality accordingly.

It is intentional that Circle of Flame’s effect is considered to be Damage Over Time.
If it weren’t being removed, it might be a plan to add the DoT tag to it.
