To my knowledge, they aren’t weighted. Each affix should hold a 25% chance of being transferred over, given you’re using a 1 LP item.

OP just has bad RNG, nothing more, nothing less.

People tend to not really understand RNG and they see patterns in them when they aren’t any.

The game doesn’t care if you failed 9 previous times, those past fails have no actual stake in you succeeding or not on your 10th try. Each attempt is always the same odds, 25% in this case. Doesn’t matter if it’s your first attempt or your tenth.

Now cosmically perhaps karma etc etc have weight in this, but again that’s more of a deeper question than Last Epoch, huh?

Sometimes, you know, you don’t want the T6-7 affix. Sometimes you just want an exalted item so that you can get valuable T5 affixes, like penetration or hybrid health on the item that are more beneficial, and the exalted affix is just a means to an end. Sure, T6 or T7 affixes would be better, but key T5 affixes that help are good enough, depending on your progression.

As a pathfinder and dnd player, no RNG outside of quantum computing will ever be random, RNG is made with seeds, and seeds tend to get stuck. I would not be surpised if some how the rng generator for cache and CoF was flat out bugged as so many things are in game.

Now on a more nefarious note. Naxon the publisher has made a patent that allowed them to alter drop rates on rng dynamically, more you played the more they lowered the probability of good drops [they got fined for it by trade commison for doing this with maplestory and other games]. Blizzard did same thing with diablo immortal.

Now TENCENT AND NETMARBLE ARE PARTNERS. Netmarble OWN NEXON. In 2019 it was shown in an article tencent funds both. So more proof

Therefore we can assume, TENCENT put the same feature in Last Epoch. Now i dont have proof, but i would bet a lot of money on it

But Last Epoch monetization is through cosmetics only. There’s not a financial incentive for having dynamic rng in Last Epoch. Unless one wants to draw upon that nerfing RNG slows players down, keeping them in the game longer, and more likely to purchase cosmetics. But I’m not sure that it really works out that well in practice- I’ve been massively struggling to get any items to drop to gear my characterk, and if my luck doesn’t turn around in the next day or two I’m simply quiting for the rest of the cycle.

I’m sure OP is in the same boat- he’s failed at crafting it so many times now the drive to log in and kill monsters is probably just about gone.

I find it pretty unlikely that dynamic RNGesus would be put into Last Epoch for this reason- it will only drive players away, and EHG doesn’t make money off it.
