When Earthquake is specced into both Deep Impact (Earthquakes initial hit cannot be dodged) & Seismic Tide (Earthquake’s initial hit occurs three times) the reoccuring Earthquakes can be dodged.
Now this could be intended but given the wording of Seismic Tide stating that the initial hit occurs three times led me to believe that they would all be classed as initial hits and be undodgeable
