Chronicle of the Damned adds +1 to Wandering Spirits and +1 to Hungering Souls. But it is only giving 1 level to either skill. Once you use a point on one skill, it uses the point on the other as well.

Update. This seems to be a visual bug with +skill level. The point is still there and can spend it.
