This is my 4th character and all others i completed the last chapted without any issues. (All was before the patch 1.3.2 iirc)
This character can not complete Chapter 10. I can record a video if needed but When i kill The Observer and teleport back to End of Time it should i think complete the quest but it does not and i can’t get the all attributes.
