What build were you running? For example, were you using fear? Sometimes bosses can do unexpected things with certain skill mechanics. It will help root out the cause of the problem.
Classic hammerdin build, nothing out of the ordinary.
First time I encounter this issue in the game, I faced Rayeh 50 times and never occured.
He just stopped in top right corner and stoped moving or attacking.
