Bone Curse - Merciless node possible bug?

In the description it says “You may cast Bone Curse on your Minions” for me that reads as it works on Enemies and your Minions. But it doesn’t work on enemies with that node.

Most other nodes don’t even work on your minions or just increases the dmg your Minions take, making this a
13 lvl only Skill.

Is this a bug or working as intended, it should be more clear in the description then.
