Bone Curse - Marrow Thief & Bone Feast Not Working

The Marrow Thief passive for bone curse is not giving me bone armour. There’s no buff icon and I’ve killed half a zone worth of mobs with the character screen open to see if armour value changes (which is doesn’t). Consequently, the Bone Feast passive also does nothing.

I am a lvl 48 Acolyte (Lich) using Aura of Decay, Spirit Plague, Reaper Form, Bone Curse and Transplant. I have tried unspeccing and respeccing the skill to no avail.

I’m pretty sure it was working when I was lower lvl using Hungering Souls for damage but since I swapped to a DoT build I haven’t got bone armour once and I’ve cursed almost every single mob I’ve killed.

Despite the wording of the description it might be coded such that the bone curse hit (and DoT skills don’t hit) needs to proc to get the bone armour. Have you tried hitting a mob with a different skill even unspec’d?
