Are there any builds that aren't focused on attack/cast speed?

Shield Bash Forge Guard… The skill literaly does not allow attack speed. Combine with the Event Horizon which gives reduced attack speed each hit (unless you use shield bash which not only does not allow increased attack speed but does not allow deceased speed either…).

Other than the ‘Reflect’ Thorns build you need to attack or cast spells to defeat the enemies so attack/cast speed makes sense. You can play damage over time builds which then invest in damage over time damage like statuses but you can’t ‘defend’ or evade enemies or make them fall off a cliff to defeat the enemies in this sense.

Builds that rely on cooldown skills (like Black Hole, Wandering Spirits, or autobomber VK) don’t need attack/cast speed.
Builds that apply DoTs via aura (like Aura of Decay and Anointed Judgement) also don’t need attack/cast speed.
Minion builds also don’t usually need it (although in this case you usually want to give your minions attack or cast speed, so you might argue that it’s kind of the same).
DoTs that have limited stacks (like Spreading Flames) also don’t need it.

For these builds attack/cast speed is just QoL to use for your supporting skills.

But on the whole, the vast majority of builds will use attack/cast speed because that will translate into more DPS. The faster you can attack/cast, the more DPS you have. That’s always been that way since D1.
