is there any point to having over 100% proc chance? Things like bleed or poison or ignite chance? Or should I be trying to stay at or under 100%?

Bleed, Poison or Ignite can stack. So you want the proc chance as high as possible if you go pure ailment dmg. For example, if you have 250% poison chance, each hit will apply 2 stacks of poison, with a 50% chance to apply another stack.
