Fresh Acolyte just made it to the council chambers. Current level shown on character sheet is 29. Number of passives points available to spend 0. Skill learned 0. Screenshots included in zip file. Also note that items of level 5 in my inventory show the level as red indicating I can’t equip.

This should be fixed as of Patch 0.7.5b; it was caused by exiting to character select and then loading another character.
Please download the update and let us know if the issue is resolved or not. Thanks!
I’ll create another acolyte and run through up to council chambers and see if the over-leveling and no passive points issue is resolved.
